The game has a concept of "Rookie Covert Actions", which are meant to be always available to the player. Any Covert Action without soldier rank requirements is deemed to be a "rookie" Covert Action, and any of its spawn requirements will be ignored under certain conditions.
Mods that intend to add Covert Actions without soldier rank requirements but with spawn requirements
should set bCanNeverBeRookie to true so that the game actually takes their spawn requirements into account.
